What future do race-conscious remedies have in voting rights before an increasingly skeptical Supreme Court? This talk places the current moment in historical perspective, drawing parallels to the 1890s, when the country turned away from Reconstruction and race-conscious efforts to secure political equality. Similarly, as the current Court moves away from the explicit use of race in public life, what comes next? This talk argues that future voting-rights remedies must be race-neutral and explores the promise of proportional representation as the path forward.
